Abstract

The Mexican State, faced with issues of poverty, social inequality, impunity, corruption and the fight against organized crime have led to an evaluation of national security, a problem of the political order and public security, so it is urgent to resize the issues in this order and that of an increasingly necessary discussion about what national security is and what aspects it involves. Some academics have already raised the question whether national security in Mexico is already a reality or is still a project. In the first decade of the 21st century, changes were observed in the regime, but not clearly in the regime. From this context, the study of national security should not be conceptualized under a restricted analytical approach of a police-military type, but with a more global conception, which also encompasses an inclusive and self-sustaining social economic development, as well as a substantive and democratic democracy. participatory, specifically conceived in the discussion of security. Through documentary research and the analysis of the strategies designed in the last two national development plans, we will analyze the institutional redesign and the programs undertaken to generate security conditions in Mexico that allow to encourage a theoretical and political debate on the state and security from a comprehensive and multidisciplinary perspective that leads us to evaluate, in addition, public leaders and social organizations interested in this issue
