Abstract

The objective of this dissertation is to analyze two of the main variables of Mexican
development expressed in strategic documents and in the empirical evidence of the first three
years of the 2018-2024 six-year government, where violence and the pandemic crisis have
prevailed. The efforts in political, institutional and educational matters that have been sought
to undertake from federal plans and programs will be analyzed and explained. The purpose
of this work is to explain how the control of citizen security is conceived and how the
educational counter-reform is adapted to guarantee compulsory and free education at all
levels, and thereby obtain the necessary conditions for the stability and development of the
country. In this sense, the analysis of the National Development Plan 2019-2024 is very
important since it is observed as a contrasting change to previous governments that seek to
influence the improvement of the conditions of social and democratic coexistence from the
policy of containment of the violence, emphasizing the young population of school age and
their community in general, the methodology of this research is qualitative with an
exploratory-explanatory approach, through the content analysis of the national development
plan 2019-2024, and the hermeneutic analysis in documentary sources. The documentary
analysis of hermeneutical content will allow us to evaluate the institutional objectives that
have an impact on the strategies and lines of action in the construction of a modern nation
and its socio-formative processes.
